Lupe M. Rincon was born and raised in Napa Valley. She is a first-generation Mexican/American, and is one of six children. Her family is from Michoacan, Mexico. Ms. Rincon has been employed with the California State Department of Mental Health since 1986. She began her employment at Napa State Hospital as a Registered Nurse on one of the Hospital's child psychiatric wards. She is currently the Hospital's Public Information/Relations Officer.

In addition to her professional responsibilities, Lupe is active in the Napa Community serving on the Board of Directors for Napa Emergency Women Services (Past-President), Napa TV Channels 27 & 28, and Napa County Hispanic Network. Lupe is also a graduate of Leadership Napa Valley, Class 7.
